RFP and RFQ Process Details
Request For Proposal
A request for proposal (RFP) is an invitation for professional service providers, suppliers or other source providers, often including a bidding type process, to submit a proposal on specific professional services, commodities or other required services. The bidding process of an RFP is one of the best methods for the AHA to leverage negotiating ability and purchasing power with service providers or suppliers. All RFP’s will contain specific rating criteria on how service providers or suppliers will be ranked in comparison to one another in terms established by the AHA in each RFP. Each RFP will identify when and how each proposal response must be submitted to the AHA to be considered responsive. Proposals submitted after the designated time and date will not be accepted (considered non-responsive).
After the AHA reviews each written proposal received, proposers may be requested to make a verbal presentation and answer pertinent questions. A selection committee will rank the proposals and interviews (if conducted) in accordance with clearly specified criteria contained in each RFP. Once firms have been evaluated and ranked, the AHA will use the contract negotiation process to obtain the most highly qualified professional firm, service provider or supplier at a fair and reasonable price, that is most advantageous to the AHA with price and other considerations (as detailed in the RFP). The AHA reserves the right to accept or reject any or all proposals received.
Request For Qualifications
A request for qualifications (RFQ) is a procurement method used to solicit statements of qualifications from professional service providers, firms or individuals with a general or specific area of expertise to assist the AHA in conducting specific areas of business.
RFQ’s are very similar to RFP’s except that a specific cost or price for a service is not considered as an essential element of seeking the most qualified professional service providers, firms or individuals.
All RFQ’s will contain specific rating criteria on how service providers or suppliers will be ranked in comparison to one another in terms established by the AHA in each RFQ.
